On 14 March 2026, Almaty group of the TURKPA International Referendum Observation Mission conducting a short-term monitoring of the constitutional referendum in Kazakhstan of 15 March 2026, met with the Chair of the Territorial Referendum Commission of Almaty city Ms. Aigul Kalykova.

Chair of the Commission informed on the preparations for the referendum in Almaty city and replied to the questions of the Mission members.

She noted that voting will be conducted in 654 polling stations in Almaty city, 72 of which are established on temporary basis. Touching on the provision of necessary conditions for voters with disabilities, Ms. Kalykova informed about the use of mobile ballot boxes for homebound voters on the voting day. She also spoke about the opportunity of applying for absentee voting certificate to vote at any polling station outside the permanent registration locality. Chair of the Commission touched on the participation of domestic observers in the referendum observation process and expressed that 9 public associations were accredited to observe the referendum in Almaty city.

Members of the Mission underlined the importance of the constitutional referendum and wished success in conducting of a democratic and transparent referendum.

TURKPA International Referendum Observation Mission conducts its observation in the cities of Astana, Almaty and Turkistan of Kazakhstan. Almaty group of the Mission is composed of the Members of Parliament Mrs. Tamam Jafarova (Azerbaijan), Mr. Mahmut Özer and Mr. Cemal Enginyurt (both from Türkiye), TURKPA International Secretariat staff – Deputy Secretary General Mr. Muhammet Alper Hayali, Secretary of Commission Mr. Bauyrzhan Datkayev and Legal Officer Mr. Azar Mammadov, and parliamentary staff from Türkiye, Secretary of Delegation Mr. Abdullah Nuri Ayvaz.
