On 8 June 2026, the Thirteenth Meeting of the TURKPA Commission on Legal Affairs and International Relations on the topic “Role of Local Administrations in Strengthening Regional Cooperation among TURKPA Member States”, hosted by the Jogorku Kenesh of the Kyrgyz Republic, was held in Bishkek, Kyrgyz Republic.

The meeting was chaired by Osman Mesten, Chairman of the Commission on Legal Affairs and International Relations, and member of the Grand National Assembly of Türkiye.

Chairman of the Commission Osman Mesten, Vice-Chairman of the Commission Abzal Kuspan and members of the Commission Javanshir Feyziyev, Nurzhamal Torobekova and Azamat Isirailov, member of the Legislative Assembly of the Turkish Republic of Northern Cyprus, Chair of the Committee on Legal, Political Affairs, Foreign Relations and Defense of the Legislative Assembly Yasemi Öztürk and Acting Deputy Secretary General Bektur Bazakechov made speeches at the opening of the meeting. Counsellor of the Embassy of the Republic of Uzbekistan to the Kyrgyz Republic Bakhtiyor Rozbakiev also attended the meeting.

The meeting discussed the agenda items and approved the Commission Report and Recommendation for submission to the Fifteenth Plenary Session of TURKPA to be held in the Kyrgyz Republic in October 2026.

The meeting underscored the key role of local administrations in fostering regional cooperation among the TURKPA Member States.  Participants noted that cooperation between cities and municipalities in the Turkic World would contribute to strengthening socio-humanitarian relations, implementing joint projects, promoting cultural exchange, and enhancing the efficiency of local self-governance.

In addition to the Report and Recommendation, the draft Model Law "On the Protection of Industrial Property Rights in TURKPA Member States", prepared by the Commission was also approved by the parties to be adopted at the next Plenary Session. The approved draft Model Law aims to ensure the effective protection of rights related to trademarks, geographical indications, industrial designs, patents, utility models and traditional product names, thereby contributing to technological, economic and social development.

A luncheon hosted by the Jogorku Kenesh of the Kyrgyz Republic in honour of the participants provided an opportunity for a meeting with Elvira Surabaldieva, Chairperson of the Committee on International Affairs, Defense, Security and Migration of the Jogorku Kenesh of the Kyrgyz Republic.

The meeting was also attended by Deputy Secretary General of TURKPA Muhammet Alper Hayali, Secretary of the TURKPA Commission on Legal Affairs and International Relations Dr Kadir Yaman, and Legal Officer of TURKPA Azar Mammadov.
