On 28-29 August 2025, TURKPA delegation led by Secretary General Mehmet Süreyya Er took part at the International Scientific and Practical Conference dedicated to the 30th Anniversary of the Constitution of the Republic of Kazakhstan in Astana. The conference was held under the theme “Constitution and Statehood: A Dialogue between Law and the Future”. The event was organized by the Constitutional Court of the Republic of Kazakhstan jointly with the Presidential Center of the Republic of Kazakhstan, Mazhilis of the Parliament of the Republic of Kazakhstan, Ministry of Justice of the Republic of Kazakhstan, the state enterprise “Institute of Parliamentarism”, Assembly of People of Kazakhstan, Institute of Legislation and Legal Information of the Republic of Kazakhstan, Maqsut Narikbayev University, L.N. Gumilyov Eurasian National University and Astana International University. The conference brought together more than 500 participants, including judges of constitutional courts and legal scholars from Kazakhstan and other states, parliamentarians, representatives of government agencies, international organizations and legal community. The Ceremonial Part with participation of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev and Plenary Session of the conference took place in the Palace of Independence. During his address, President Kassym-Jomart Tokayev extended his congratulations on the 30th anniversary of the Constitution of the Republic of Kazakhstan. Mentioning the adoption of the Constitution at the nationwide referendum 30 years ago as a historic moment, the Head of State stated that the Constitution is the unshakable foundation of the independence and a reliable guide for strengthening statehood. He noted that the rule of law is the path to a just society and a prosperous life for citizens, and that the Constitution will continue to serve as the most important document paving the way to a bright future for the people of Kazakhstan. Chairperson of the Constitutional Court of the Republic of Kazakhstan Elvira Azimova, UN Resident Coordinator in Kazakhstan Sarangoo Radnaaragchaa, Chairman of the Republican Board of Legal Consultants of Kazakhstan Serik Akylbai, Chair of the Committee on Legislation and Judicial and Legal Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan Snezhanna Imasheva and member of the UN Human Rights Committee, member of the Committee on the Development of Democratic Institutions and Civil Society of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and Director of the National Center for Human Rights of the Republic of Uzbekistan Akmal Saidov also delivered speeches during the Ceremonial Part. In his speech during the Plenary Session of the conference, Secretary General Mehmet Süreyya Er expressed that the 30th anniversary of the Constitution of the Republic of Kazakhstan is not only an important milestone for the people of Kazakhstan, but also a moment of pride for the Turkic World, which shares the joy of the achievements of the brotherly people. He mentioned the Constitution as a mirror of our history and a guide for our journey ahead. Secretary General noted that in an era of rapid changes, it is of great importance to preserve constitutional values while adapting to changes, to ensure that the constitutional principles remain relevant without losing their original spirit and that the constitution remain document capable of adapting to new realities. Touching on the role of TURKPA, Secretary General noted that by further deepening inter-parliamentary cooperation, we can contribute to the effective implementation of constitutional principles, and further strengthening of democracy and statehood in the Turkic World. In conclusion Secretary General expressed his sincere congratulations to the people of Kazakhstan on the historic anniversary, and wished peace and prosperity to the brotherly country. The Plenary Session also featured the ceremony of cancellation of commemorative postage stamp by JSC “Kazpost” and the presentation of commemorative coins by the National Bank dedicated to the 30th anniversary of the Constitution. The conference included four sessions titled “Constitutional guarantees of equality, the right to protection, and access to justice”, “Constitutional stability and protection: law and order as the foundation of the future”, “Lawmaking and constitutional legality: law as a navigator of the future” and “Constitutional identity: unity, harmony, and national resilience”. On the sidelines of the conference, Secretary General Mehmet Süreyya Er met with the Chairperson of the Constitutional Court of the Republic of Kazakhstan Elvira Azimova and other judges of the Constitutional Court, Minister of Justice of the Republic of Kazakhstan Yerlan Sarsembayev and other dignitaries. As the cultural part of the program, the participants visited the museum of the Presidential Center of the Republic of Kazakhstan, and watched the ballet "Sultan Beibars" in Astana Ballet. During the event, Secretary General Mehmet Süreyya Er was accompanied by the staff members of the TURKPA Secretariat Azar Mammadov and Furkan Bilal Akyüz.
