TURKPA attends 5th Samarkand Forum on Human Rights

On 28–29 September 2026, Secretary of the TURKPA Commission on Legal Affairs and International Relations Dr. Kadir Yaman participated in the 5th Samarkand Forum on Human Rights, held in the cities of Tashkent and Samarkand.

The forum, dedicated to the theme “The 60th Anniversary of the International Covenants on Human Rights and the 40th Anniversary of the Declaration on the Right to Development: Global Partnership for Human Dignity, Equality and Sustainable Development”, brought together more than 200 experts in both online and offline formats. The event featured addresses by Ms. Tanzila Narbaeva, Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan, Mr. Nuriddin Ismoilov, Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, Mr. Akmal Saidov, Director of the National Centre for Human Rights of the Republic of Uzbekistan, Ms. Sabine Machl, UN Resident Coordinator in the Republic of Uzbekistan, and other officials.

Speaking at the opening ceremony, Mr. Akmal Saidov noted that the biennial forum has become a unique dialogue platform for human rights and is timed to coincide with the 60th anniversary of the International Covenants on Human Rights, the 40th anniversary of the Declaration on the Right to Development and the 30th anniversary of the National Center for Human Rights.

In turn, Secretary of the TURKPA Commission Dr. Kadir Yaman expressed appreciation to the organizers and highlighted the significance of the three anniversaries, as well as the historic legacy of Samarkand as a centre of knowledge. Underlining the role of parliaments and parliamentary diplomacy within TURKPA in advancing inclusive and sustainable development and in addressing contemporary global challenges, he emphasized that human dignity must remain at the centre of development.

The forum participants discussed improving the universal human rights protection system and international cooperation in light of contemporary global challenges, including the opportunities and legal and ethical risks posed by artificial intelligence and digital technologies.

On 29 September 2026, the events continued in Samarkand with the Closing Plenary Session, which concluded with the adoption of the Final Outcome Document entitled “Samarkand Vision 2040: Global Partnership for Human Dignity, Equality and Sustainable Development”.
