TURKPA and IPA CIS to discuss new avenues for cooperation

On 29 November 2025, the TURKPA delegation, comprised of Deputy Secretary General Mr. Talgat Aduov and Secretary of the Commission Aynura Abutalibova, met with the delegation of the Interparliamentary Assembly of the Member Nations of the Commonwealth of Independent States (IPA CIS) within the framework of the short-term observation of the early parliamentary elections in the Kyrgyz Republic.
Mr. Ivan Mushket, Deputy Head of the IPA CIS Council Secretariat, Director of the IPA CIS International Institute for Monitoring Democratic Development expressed pleasure to welcome the TURKPA delegation and briefed on the activities of IPA CIS Observation Mission. He underlined that the Central Commission for Elections and Referendums of the Kyrgyz Republic accredited more than 71 observers, including senators and members of parliaments of the CIS countries, officials of the IPA CIS, and experts of the International Institute for Monitoring Democratic Development of the IPA CIS.
The discussions mainly focused on key aspects of the electoral system, including the analysis of electoral procedures based on international standards, standardization of observation criteria, as well as other issues related to international monitoring. Mr. Mushket stated that all these issues and more others will be discussed during the International conference titled “Building Trust in the Institution of Elections and Referendums: The Role of International Observation” to be held on 19-20 February 2026 in the IPA CIS Headquarters and expressed his wish to see the TURKPA delegation at the conference.
In turn, Mr. Talgat Aduov, Deputy Secretary General of TURKPA, also voiced his delight to meet with IPA CIS delegation and thanked Mr. Mushket for the comprehensive information. He informed the counterparts about the work and composition of the TURKPA International Election Observation Mission, highlighting its commitment to fair and professional monitoring. Mr. Aduov also outlined the initiatives of TURKPA Secretary General Ambassador Ramil Hasan to further strengthen the efficiency of the work of International Secretariat,
including the new mechanism of cooperation in TURKPA+ format, the enhanced coordination of national parliamentary delegations across various international parliamentary organizations under the framework of the Assembly, experience exchange programs and etc.
Emphasizing the readiness for obtaining the reciprocal observer status between organizations, he pointed out that TURKPA remains open to new avenues of cooperation and underlined the importance of exploring innovative forms of inter-parliamentary collaboration.
Mr. Sergey Karavayev, adviser to the Secretary General of IPA CIS and Mr. Aleksandr Ksendzov, Head of the Department for Relations with Branch Offices IIMRD CIS IPA from IPA CIS Secretariat also participated in the meeting.
