On 8 October 2026, the Thirteenth Meeting of the Commission on Education, Culture, Social and Humanitarian Affairs was held online, hosted by the Kuryltai of the Republic of Kazakhstan.

The meeting brought together members and representatives of the Commission from the parliaments of TURKPA Member States, as well as representatives of the TURKPA International Secretariat.

The meeting was chaired by Mr. Ulukbek Karybek Uulu, Chairman of the TURKPA Commission on Education, Culture, Social and Humanitarian Affairs and Member of the Jogorku Kenesh of the Kyrgyz Republic.

In the opening session, remarks were delivered by Mr. Ulukbek Karybek Uulu, Chairman of the TURKPA Commission on Education, Culture, Social and Humanitarian Affairs and Member of the Jogorku Kenesh of the Kyrgyz Republic, Ms. Gunay Afandiyeva, Vice-Chairperson of the TURKPA Commission and Member of the Milli Majlis of the Republic of Azerbaijan, Mr. Hikmat Mammadov, Member of the Milli Majlis of the Republic of Azerbaijan, Mr. Zhanarbek Ashimzhanov, Member of the TURKPA Commission and Member of the Kuryltai of the Republic of Kazakhstan, Ms. Gulai Mashrapova, Member of the TURKPA Commission and Member of the Jogorku Kenesh of the Kyrgyz Republic, Mr. Mahmut Özer and Mr. Ömer Faruk Gergerlioğlu, Members of the Grand National Assembly of Türkiye, as well as Deputy Secretary General of TURKPA Mr. Muhammet Alper Hayali.

The participants discussed the agenda of the meeting, including the Draft Report and Draft Recommendation of the Commission meeting on “Creation of a Unified Information Space on the Territory of TURKPA Member States”, as well as the draft Model Law “On the Protection of Children from Information that Harms their Health and Development.”

The participants exchanged views on the importance of creating a unified information space across TURKPA Member States, with particular attention to cooperation in the relevant fields of education, culture, social and humanitarian affairs.

Another important agenda item was the elaboration of the Model Law “On Inclusive Education.” The participants exchanged views on the importance of further developing inclusive education and strengthening parliamentary cooperation among TURKPA Member States in this area.

Following the discussions, the Commission approved its Report and Recommendation for submission to the Fifteenth Plenary Session of TURKPA, which will be held in Bishkek, the Kyrgyz Republic, on 19-20 October 2026.

The participants agreed to hold the Fourteenth Meeting of the Commission in 2027 in Kyrgyz Republic.

The meeting served as an important platform for exchanging parliamentary experience and views on issues related to education, culture, social and humanitarian affairs, and contributed to further strengthening interparliamentary cooperation among TURKPA Member States.

The meeting was attended by representatives of the parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Türkiye, as well as officials of the TURKPA International Secretariat.
