The TURKPA International Election Observation Mission summarizes the preliminary findings of the early parliamentary elections in the Kyrgyz Republic

On 1 December 2025, the TURKPA International Election Observation Mission composed of parliamentarians from Azerbaijan, Kazakhstan and Türkiye, a representative of the Central Election Commission of Azerbaijan and representatives of the TURKPA International Secretariat held a press briefing and issued a statement on the conduct of the early parliamentary elections in the Kyrgyz Republic.
The Mission reported that it carried out monitoring in three cities - Bishkek, Osh, and Ozgon, and confirmed that election day proceeded peacefully and was administered efficiently. The Mission informed the press that, as part of its observation programme, it met with the Chairman of the Central Election Commission Mr. Tynchtyk Shainazarov, and the Deputy Minister of Foreign Affairs of the Kyrgyz Republic, Mr. Meder Abakirov and was briefed on the main aspects of the preparations for the elections. It further noted that the early parliamentary elections were held in a competitive and transparent environment, highlighting substantial changes in the electoral legislation and emphasizing that the legal framework provides the necessary conditions for the conduct of democratic elections.
In this context, the Mission underlined that the introduction of a gender quota contributes to the expansion of women’s participation in the country’s political life. The efficient and professional work of election administration bodies in preparing for the elections was also highly appreciated. Moreover, the Mission noted the use of new voting equipment and remote voting mechanisms, which enhance citizens’ electoral rights and ensure more efficient resource management. In addition, it positively assessed the legal and logistical conditions created for international election observation in the Kyrgyz Republic.
The Mission concluded that the early parliamentary elections held in the Kyrgyz Republic on 30 November 2025 were conducted in accordance with the national legislation of the Kyrgyz Republic and international electoral standards.
The press briefing was accompanied by a meeting of the President of the Kyrgyz Republic, H.E. Sadyr Japarov with the Heads of International Election Observation Missions and Chairpersons of Central Election Commissions. The meeting was attended by Head of the TURKPA International Election Observation Mission, Member of the Mazhilis of the Parliament of Kazakhstan Mr. Abzal Kuspan.
The TURKPA International Election Observation Mission (IEOM) was composed of parliamentarians from Azerbaijan, Kazakhstan, and Türkiye - Mr. Javanshir Fеiziyev (Azerbaijan); Mr. Abzal Kuspan, Mr. Serik Shaidarov (Kazakhstan); Mr. Osman Mesten, Mr. Mahmut Özer, Mr. Mahmut Rıdvan Nazırlı, Mr. Kadim Durmaz, Mrs. Filiz Kılıç (Türkiye); CEC Secretary of the Republic of Azerbaijan Mr. Mikayil Rahimov, Head of Department of the CEC Secretariat of the Republic of Azerbaijan Mr. Farid Abilov; as well as staff members of the TURKPA International Secretariat and parliamentary staff members.
