The Expert Group on elaboration of the draft Model Law "On Facilitation of Residence Permits in TURKPA Member Countries" within the framework of the TURKPA Commission on Legal Affairs and International Relations, has concluded its meetings. The Expert Group comprised of the representatives of the member states, held three online meetings in April 2025. The draft Model Law "On Facilitation of Residence Permits in TURKPA Member Countries" was developed in accordance with the TURKPA Strategic Roadmap 2023-2028.
The preliminary document, which was elaborated by the Grand National Assembly of Türkiye, is based on the fundamental legal framework of the national legislative systems of Azerbaijan, Kazakhstan, Kyrgyzstan, and Türkiye. This Model Law has been developed with careful consideration of personal rights, migrant rights, and residence-related processes guaranteed by international treaties, constitutional principles, and various legal regulations. In this context, the principles of freedom of movement and freedom of settlement among the member states have been assessed. Provisions have been introduced to facilitate the issuance and renewal of residence permits.
During the Expert Group meetings, which included the representatives of the member states and the TURKPA Secretariat, participants exchanged views, evaluated the draft Model Law, and provided proposals. The final draft of the Model Law will be submitted to the 12th meeting of the Commission.
The meetings were moderated by the Secretary of the Commission on Legal Affairs and International Relations Kadir Yaman.
