TURKPA delegation led by Deputy Secretary General Saky Sadykov participated in the international conference themed "Legislative Regulation of Measures to Counter the Use of Artificial Intelligence and Other New Technologies for Terrorist Activities" in St. Petersburg on April 17-18, 2025. In the conference, which was organized through the joint initiative of the United Nations Office of Counter‑Terrorism, the Qatar Shura Council, and the International Committee of the Red Cross, parliamentarians, legal and technology experts came together to deeply assess both the threats and opportunities posed by artificial intelligence and new technologies in the fight against terrorism. In the opening speeches, attention was drawn to how, if used without oversight, these technologies could enhance terrorist organizations’ capacities for propaganda, communication, and cyberattacks. At the same time, discussions focused on how these tools could play an effective role in early‑warning systems and cyber‑defense mechanisms through proper legal regulations and international cooperation. Throughout the conference, the core principles agreed upon were the creation of a legal framework that would ensure the transparency of AI systems and their compliance with human rights, the development of information‑sharing and common standards to combat transnational threats, and the preservation of the delicate balance between security and innovation. Participants emphasized that strengthening coordination between technology companies and government agencies is vital for expanding cybersecurity measures, utilizing big‑data analytics to detect terrorist activities in advance, and raising public awareness. Deputy Secretary General Saky Sadykov also presented a speech in the conference. In his remarks, he warned that artificial intelligence and new technologies are transforming and magnifying the threat of terrorism, stating that all terrorist activities, whether state‑sponsored or independent, must be rejected by the international community. He further noted that human security could be reinforced through the establishment of early‑warning systems, enhancement of cybersecurity measures, and public education on this issue, and asserted that the implementation of a unified legal framework at both national and international levels is significant. Deputy Secretary General Saky Sadykov was accompanied by Executive Secretary of the Young Parliamentarians Group of TURKPA Serhat Uysal.
