On 11–13 February 2026, Dr. Kadir Yaman, Secretary of the Commission on Legal Affairs and International Relations of the Parliamentary Assembly of Turkic States (TURKPA), participated in the 2nd Parliamentary Training Course on “Legislative and Policy Measures to Prevent and Counter the Use of Artificial Intelligence and New Technologies for Terrorism and Violent Extremism Purposes,” held in Manila, Philippines. The training course was organized by the United Nations Office of Counter-Terrorism (UNOCT) Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, with the support of the Shura Council of the State of Qatar, and in partnership with the ASEAN Inter-Parliamentary Assembly (AIPA) and the House of Representatives of the Philippines. The initiative followed the successful first parliamentary training held in Amman, Jordan, in November 2025. This second parliamentary capacity-building initiative aimed to strengthen legislative and oversight capacities in preventing the terrorist misuse of artificial intelligence (AI) and emerging technologies. Particular emphasis was placed on promoting a balanced approach that fosters innovation, safeguards security, and fully respects human rights. Discussions were conducted in line with international human rights law, international humanitarian law, and relevant United Nations Security Council resolutions. Participants also explored the preparation of a concise outcome document to guide future parliamentary action and follow-up mechanisms. The programme brought together more than 60 participants, including parliamentarians and parliamentary staff from AIPA Member States, as well as representatives of parliamentary assemblies and international organizations. The opening ceremony on 11 February 2026 featured keynote remarks by H.E. Faustino “Bojie” G. Dy III, President of AIPA and Speaker of the House of Representatives of the Philippines. The training addressed key aspects of artificial intelligence and emerging technologies, including governance and regulatory frameworks. Emphasis was placed on rights-based regulation, strengthening parliamentary oversight, sharing best practices, and contributing to the development of a model legislative framework to address emerging threats effectively. During the discussions, Dr. Yaman underlined the essential role of parliaments in understanding, anticipating, and preventing the malicious use of AI. He emphasized the importance of enhancing legal frameworks to ensure that the development and application of AI technologies are safeguarded against terrorist misuse, while remaining fully consistent with international human rights standards. Dr. Yaman noted that the exchange of experiences among different regional organizations and national parliaments provided valuable insights. At the conclusion of the event, participants were presented with certificates of participation in recognition of their active engagement. TURKPA maintains regular dialogue with UNOCT, particularly within the framework of the Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism, and remains committed to contributing to collective international efforts in preventing and countering terrorism.
