On 9 October 2025, Deputy Secretary General Saky Sadykov took part in the Baku Dialogue on Missing Persons, titled “Uniting Efforts and Enhancing Cooperation for Addressing the Issue of Missing Persons,” organized by the State Commission on Prisoners of War, Hostages, and Missing Persons in Baku. The conference was attended by Ali Nagiyev, Chairman of the State Commission on Prisoners of War, Hostages, and Missing Persons; Kathrin Bomberger, Director General of the International Commission on Missing Persons; Giorgio Battisti, President of the International Institute of Humanitarian Law; as well as representatives from Georgia, Croatia, Türkiye, Moldova, and other countries. The event featured three sessions dedicated to the topics “Strengthening cooperation in addressing the crisis of missing persons”; “National experiences in the search for missing persons, including progress and challenges related to locating and recovering remains, as well as forensic human identification” and “Experiences of families of missing persons (FOM), focusing on their needs and challenges and exploring areas for cooperation and partnership.” The participants emphasized that the issue of missing persons remains a major humanitarian concern worldwide and highlighted the importance of the conference as a platform for strengthening international efforts and enhancing cooperation. They noted that the problem of missing persons is not only a matter of the past but also a current humanitarian challenge, and that the conference provides an effective forum for addressing the issue, preventing future cases, and protecting the rights of families of missing persons. Within this framework, participants expressed confidence that various forensic examinations and the application of new technologies would be instrumental in determining the location and identity of missing persons.
