TURKPA attended 6th Meeting of Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism and 4th Parliamentary Policy Dialogue organized by UNOCT

On 5-6 December 2024, Deputy Secretary General Saky Sadykov and Secretary of Commission on Legal Affairs and International Relations Kadir Yaman took part in the Sixth Meeting of the Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism and the Fourth Parliamentary Policy Dialogue in Rome, Italy organized by the United Nations Office of Counter-Terrorism (UNOCT) and the UNOCT Cybersecurity & New Technologies Unit with the support of the Shura Council of the State of Qatar, and in cooperation with the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA). The event was hosted by the Italian Parliament.
The event brought together representatives of 12 parliamentary assemblies and UN agencies.
Opening remarks were delivered by Member of the Defence Committee of the Chamber of Deputies of the Italian Parliament and Head of the Italian Delegation to the OSCE Parliamentary Assembly Eugenio Zoffili, Chair of the Committee on Transportation, Post and Telecommunications of the Chamber of Deputies of the Italian Parliament Salvatore Deidda, Commissioner of the Chamber of Deputies of the Italian Parliament Paolo Trancassini, Member of the Grand National Assembly of Türkiye and Chair of the Ad Hoc Committee on Countering Terrorism of the OSCE PA Kamil Aydın, Member of the Shura Council of Qatar Ahmed bin Ibrahim Al-Malki and Chief of the UNOCT Programme Office on Parliamentary Engagement David Alamos.
The participants of the two-day event engaged in discussions on the evolving challenges posed by emerging technologies, particularly artificial intelligence (AI), and the potential for misuse by terrorist and extremist groups. The Fourth Parliamentary Policy Dialogue's primary focus was "Countering the Use of AI and New Technologies for Terrorist Purposes". The dialogue offered a platform for parliamentarians and experts from across the globe to exchange insights on how to tackle these issues through legislative frameworks and international collaboration.
The dialogue centered on addressing the misuse of AI and emerging technologies by terrorist and extremist groups, with a focus on legislative measures and policy recommendations. The participants examined methods of preventing and addressing the risks associated with AI and other technologies. They emphasized the value of international collaboration, public education, and robust legislative frameworks. At the conclusion of the event, the Parliamentary Assembly of the Mediterranean (PAM) was unanimously elected to serve as the Coordination Mechanism's Presidency.
In December 2021, the United Nations Office of Counter-Terrorism (UNOCT) Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, in collaboration with its partners, launched a Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism. The mechanism's objective is to facilitate enhanced collaboration among parliamentary assemblies, as well as between these assemblies, the United Nations, and other parliamentary bodies.
