The drafting of the TURKPA Model Law "On the Protection of Children from Information that Harms their Health and Development" has been concluded

The meetings of Experts Group on elaboration of the draft Model Law “On the Protection of Children from Information that Harms their Health and Development” within the framework of the Commission on Education, Culture, Social and Humanitarian Affairs have been concluded. The Expert Group consisting of representatives of member states gathered together during the online meetings were held on 12 February and 3 March 2026, respectively. The draft Model Law "On the Protection of Children from Information that Harms their Health and Development" was elaborated in accordance with the TURKPA Strategic Roadmap for 2023-2028.
The document is based on a fundamental legal framework existing in the national legislative systems of Azerbaijan, Kazakhstan, Kyrgyzstan and Türkiye. During the drafting process, the existing legislative practices of the member states, similar legislative acts implemented in various countries, as well as other relevant normative legal documents were comparatively analyzed. The preparation of this Model Law serves to establish unified legal mechanisms for protecting children from information that may adversely affect their physical, psychological, and moral development. The document aims to ensure children’s information security, create an appropriate information environment, and eliminate existing legal gaps in this field.
During the meetings of Experts Group held with the participation of representatives of member states and TURKPA International Secretariat, parties exchanged views, gave recommendations and proposals on the draft Model Law.
The final draft of the Model Law elaborated by the Jogorku Kenesh of the Kyrgyz Republic will be submitted to the 13th meeting of the Commission.
