On 6 November 2024, Secretary General Mehmet Süreyya Er attended the Eleventh Summit of the Organization of Turkic States held under the theme “Empowering the Turkic World: Economic Integration, Sustainable Development, Digital Future and Security for all" in Bishkek, Kyrgyz Republic. The Summit hosted by the President of the Kyrgyz Republic Sadyr Zhaparov was attended by the President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Republic of Türkiye Recep Tayyip Erdoğan, President of the Republic of Uzbekistan Shavkat Mirziyoyev, Prime Minister of Hungary Viktor Orbán, President of the Turkish Republic of Northern Cyprus Ersin Tatar and Ambassador of Turkmenistan to Bishkek Nury Golliyev. The Chairman and members of the Council of Elders of the OTS and the Heads of Turkic cooperation organizations also took part in the Summit. The Heads of State underscored their unwavering commitment to deepening and enriching cooperation in the Turkic World and enhancing solidarity among Turkic States through the OTS framework. Significant decisions taken during the Summit included the adoption of the Turkic Green Vision: Unity for a Sustainable Future, proclamation of Bishkek as the Digital Capital of the Turkic World in 2025, adoption of the Charter of the Turkic World, the Regulation of the Permanent Representatives of the OTS, the Flag of the OTS, Resolutions on presenting the “Supreme Order of the Turkic World” to the Prime Minister Viktor Orbán and “Alisher Navoi International Prize” to Nobel laureate Prof. Aziz Sancar, and appointments of Deputies Secretary General of the OTS Secretariat. At the same time, the Ministers and Heads of Institutions of the member states signed the Digital Economy Partnership Agreement between the Governments of the Member States of the OTS, Agreement on the Establishment of Civil Protection Mechanism of the OTS, Memorandum on Establishing the Council of Central (National) Banks of the Member States of the OTS, MoU between the Member States of the OTS on Space-Related Activities, MoU between the Member States of the OTS on the Development of the Turkic Large Language Model and MoU on the Establishment of the Turkic Green Finance Council of the Member States of the OTS. In the course of the Summit, the Chairmanship of the Organization was handed over from Kazakhstan to Kyrgyzstan. The Heads of State signed the Eleventh Summit Declaration. It was decided to hold the next regular Summit in Azerbaijan in 2025 and the Informal Summit of the Organization in Hungary in 2025. The Summit was preceded by the Meeting of Council of Foreign Ministers held on the same day. The Foreign Ministers discussed the agenda and the program of the meeting of the Council of Heads of State and exchanged views on the issues of multilateral cooperation among the member states. Secretary General Mehmet Süreyya Er also took part and delivered a speech at the meeting. Secretary General informed on the activities within the TURKPA over the past period and the latest developments in the multilateral cooperation process among the member parliaments. He underlined that the support of the Turkic states increased the international prestige of the Turkic cooperation organizations in all fields and allowed to have a greater role in regional peace, security and cooperation issues. Secretary General noted that with the vision of being the common voice of the parliaments of the Turkic world, TURKPA would fulfill its share of responsibility to overcome the challenges faced by the world, especially our region, and to build a prosperous future.
