TURKPA Secretary General addresses the 67th Plenary Session of the PABSEC

On 30 June 2026, Secretary General of the Parliamentary Assembly of Turkic States (TURKPA), Ambassador Ramil Hasan, delivered a speech at the 67th Plenary Session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), held in Georgia.
In his address, the Secretary General underscored the importance of further strengthening cooperation between TURKPA and PABSEC. He also emphasized the rapidly expanding role of artificial intelligence worldwide and stressed the need to maximize its positive contribution to the development of interstate relations and the well-being of citizens. In this regard, he stressed the necessity of introducing new legislative amendments within the legislative bodies and legal frameworks of the member states of both TURKPA and PABSEC. The Secretary General further stressed that modern technologies should be used exclusively for peaceful purposes, including the advancement of relations among states, the promotion of a new stage of cooperation between the Black Sea and Caspian regions, and the preservation of peace, security and stability in the region. He noted that parliamentarians and international parliamentary organizations have a special role to play in addressing a wide range of issues, including ensuring security and strengthening joint efforts to counter common threats. He further emphasized that parliamentary diplomacy should play a significant role as a key element complementing traditional diplomacy, particularly given that international parliamentary organizations bring together parliamentarians who have been democratically elected by citizens. In this context, he underscored that the joint efforts of TURKPA, PABSEC and other international organizations are indispensable for implementing these processes and ensuring regional stability.
During the visit, the Secretary General was accompanied by the Deputy Secretary General Muhammet Alper Hayali, as well as staff members of the TURKPA International Secretariat Mr. Alasgar Aghayev and Mr. Orkhan Salmanov.
