On November 4-5, 2025, TURKPA delegation consisted of Mr. Nurlan Bekenov, MP of the Senate of the Parliament of Kazakhstan, Member of the TURKPA Commission on Economic Cooperation, and Mr. Bauyrzhan Datkayev, Secretary of the TURKPA Commission on Economic Cooperation, took part in a two-day Parliamentary Training Course on “Legislative and Policy Measures to Prevent and Counter the Use of Artificial Intelligence and New Technologies for Terrorism and Violent Extremism Purposes”, held in Amman, Hashemite Kingdom of Jordan. The event, organized by United Nations Office of Counter-Terrorism (UNOCT) Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, with the support of the Shura Council of the State of Qatar and in collaboration with the Parliamentary Assembly of the Mediterranean (PAM) and the Senate of the Hashemite Kingdom of Jordan, brought together around 60 participants, including parliamentarians from Algeria, Bahrain, Bosnia and Herzegovina, Cyprus, Jordan, Kazakhstan, Libya, Mauritania, Palestine, Portugal, Romania, Serbia, Slovakia, and representatives of Parliamentary Assemblies such as TURKPA, Arab Inter-Parliamentary Union, African Parliamentary Union, Arab Parliament, ASEAN Inter-Parliamentary Assembly, and IPA CIS, and guided by officers from UN bodies, including UNOCT, UN Office of the High Commissioner for Human Rights (OHCHR), and UN Security Council’s Counter-Terrorism Committee Executive Directorate (CTED). The Opening ceremony was addressed by H.E. Mr. Faisal El-Fayez, President of the Senate of the Hashemite Kingdom of Jordan, H.E. Ambassador Sergio Piazzi, Secretary General of the PAM, Chair of Presidency of the Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism (online), and H.E. Dr. Ahmed bin Hamad Almohanadi, MP of the Shura Council of Qatar. The agenda of the two-day event included 9 sessions: “AI and New Technologies – UNOCT Perspective”, “Understanding Artificial Intelligence: Opportunities, Risks, and Implications for Counter-Terrorism and Preventing Violent Extremism (PVE)”, “The Security Council and Emerging Technologies: CTED’s Role in Addressing AI-Related Threats”, “Role of Parliaments in Addressing Emerging Technologies”, “International and Regional Legal Frameworks”, “Human Rights and Humanitarian Considerations”, “National Legislative Responses and Good Practices”, “Parliamentary Oversight and Accountability”, and “Towards a Model Legislative Framework”. The training focused on raising awareness of the threats and opportunities posed by AI and new technologies in the context of terrorism and violent extremism, sharing good practices, and developing key principles for legislation and oversight, while promoting compliance with international human rights law, international humanitarian law, and relevant UN Security Council resolutions. The participants studied: to strengthen their capacity to draft, review, and assess legislation regulating the use of AI and new technologies in counter-terrorism and PVE; to enhance their oversight functions by developing tools and approaches to scrutinize how governments and security agencies employ AI and digital technologies in counter-terrorism, ensuring transparency, accountability, and the protection of fundamental rights; to reinforce their representative role by promoting inclusive, rights-based, and citizen-focused approaches to regulating AI and new technologies, ensuring that the concerns of affected communities are reflected in national policies. As a result, the parliamentarians and representatives of Parliamentary Assemblies were given the opportunity to facilitate regional dialogue and inter-parliamentary cooperation on the training topic in order to exchange knowledge, good practices, and mutually reinforcing approaches.
