Secretary General Mehmet Süreyya Er took part in the 12th Meeting of the Council of Foreign Ministers (CFM) of the Organization of Turkic States (OTS) convened on 7 October 2025 in Gabala, Republic of Azerbaijan, within the framework of the Twelfth Summit of the OTS.
The meeting hosted by Jeyhun Bayramov, Minister of Foreign Affairs of the Republic of Azerbaijan, was attended by Yermek Kosherbayev, Minister of Foreign Affairs of the Republic of Kazakhstan, Zheenbek Kulubayev, Minister of Foreign Affairs of the Kyrgyz Republic, Hakan Fidan, Minister of Foreign Affairs of the Republic of Türkiye, Bakhtiyor Saidov, Minister of Foreign Affairs of the Republic of Uzbekistan, Peter Szijjártó, Minister of Foreign Affairs and Trade of Hungary, Tahsin Ertuğruloğlu, Minister of Foreign Affairs of the TRNC, Kubanychbek Omuraliev, Secretary General of the OTS, the Chairman and members of the OTS Council of Elders, as well as the Heads of the Turkic Cooperation Organizations — Mehmet Süreyya Er, Secretary General of TURKPA, Sultan Raev, Secretary General of TURKSOY, Shahin Mutafayev, President of the Turkic Academy, Aktoty Raimkulova, President of the Turkic Culture and Heritage Foundation, Baghdad Amreyev, President of the Turkic Investment Fund, and Mammad Musayev, President of the Union of Turkic Chambers of Commerce and Industry (TCCI).
The CFM finalized the draft documents to be submitted for signing by the Council of Heads of State (CHS) at the 12th OTS Summit and discussed key issues on the Organization’s agenda.
Secretary General Mehmet Süreyya Er delivered a speech at the meeting. In his speech, he touched upon the progress among the Turkic states, the rapidly developing cooperation in the Turkic world, and the unity and solidarity strengthening with the strong will of the heads of state, which is truly gratifying and a source of pride. He presented an overview of the TURKPA’s activities, highlighting key initiatives and achievements during his tenure. Referring to the recent achievements, Secretary General also noted: “Before our activities in the field of parliamentary diplomacy, I would first like to mention the TURKPA digital transformation projects, which deserve to be called ‘lasting activities’. TURKPA is delighted to launch the ‘Qanun’ and ‘Qamus’ projects as the latest steps of its digital transformation initiative, which began in 2023 with the renewal of its website in line with current needs. The ‘Qanun’ project, which offers the opportunity to examine the laws of the Turkic states on a single platform, together with the ‘Qamus’ project, which offers the vocabularies of the Turkic languages in a comparative way, will serve the Turkic world for many years in a variety of activities, primarily in the context of parliamentary diplomacy. These projects should be seen as the current requirements of the motto of ‘unity in language, thought, and action’.”
Secretary General also expressed his pride in having served as the Secretary General of TURKPA for the past four years and in being part of this sincere cooperation among fraternal states and peoples. He wished success to Ramil Hasan, the representative of brotherly Azerbaijan, who has been elected as the Secretary General of TURKPA, in his future endeavors.
Secretary General Mehmet Süreyya Er was accompanied by the Secretaries of Commission Aynura Abutalibova and Kadir Yaman.
