Meeting of TURKPA Council was held in Bishkek

On 20 October 2026, the Fifteenth Meeting of the TURKPA Council of the Assembly was held in Bishkek, Kyrgyz Republic, hosted by the Jogorku Kenesh of the Kyrgyz Republic within the framework of the Fifteenth Plenary Session of TURKPA.

Members of the Council – Chairperson of the Milli Majlis of the Republic of Azerbaijan H.E. Ms. Sahiba Gafarova, Chairman of the Kuryltai of the Republic of Kazakhstan H.E. Mr. Aibek Dadebay, Chairman of the Jogorku Kenesh of the Kyrgyz Republic H.E. Mr. Marlen Mamataliev, Speaker of the Grand National Assembly of Türkiye H.E. Mr. Numan Kurtulmuş, as well as Secretary General of TURKPA Ambassador Ramil Hasan took part at the meeting.

The opening speech of Chairperson-in-Office of TURKPA, Chairperson of the Kuryltai of the Republic of Kazakhstan Aibek Dadebay, was followed by a handover ceremony of the TURKPA Chairmanship from the Kuryltai of the Republic of Kazakhstan to the Jogorku Kenesh of the Kyrgyz Republic.

The Speakers of the Parliaments and the Secretary General of TURKPA delivered speeches during the meeting.

Chairman of the Jogorku Kenesh of the Kyrgyz Republic H.E. Mr. Marlen Mamataliev took over the TURKPA Chairmanship and made a welcome speech in his capacity of the new Chairman-in-Office of TURKPA.

The Council took decisions on the agenda items, which included, among others, approval of the draft final reports of the election observation missions of TURKPA, draft budget for 2027, draft Bishkek Declaration of the Fifteenth Plenary Session, adoption of the Plan of Activities for 2027, as well as approval of candidacies for the positions of the chairs and vice-chairs of the permanent commissions, Deputy Secretaries General, and election of Secretaries of Commission.

Mr. Mirlan Usenkanov was elected Secretary of the TURKPA Commission on Education, Culture, Social and Humanitarian Affairs, Ms. Aynura Abutalibova was re-elected Secretary of the TURKPA Commission on Environment, Natural Resources and Health Protection and Mr. Bauyrzhan Datkayev was also re-elected Secretary of the TURKPA Commission on Economic Cooperation.
