In 1978, he graduated from the Accounting Faculty of the Baku Soviet Trade Technical School, and in 1983, from the Accounting and Economics Faculty of the Azerbaijan National Economy Institute named after D. Bunyadzade.

During his studies at the institute from 1978 to 1984, he worked as a worker, an accountant, a senior accountant, and a senior inspector. From 1983 to 1992, he also served as a teacher and senior teacher at the Azerbaijan State Economic Institute. In 1987, he defended his doctoral dissertation at the M. V. Lomonosov Moscow State University and received the degree of Candidate of Economic Sciences. Between 1992 and 1995, he was a doctoral student at Marmara University in Türkiye.

In 1995, he was appointed Deputy Minister of Finance by the Decree of the President of the Republic of Azerbaijan, in 1996–2007, he worked as Director General of the Main State Treasury under the Ministry of Finance, Deputy Minister of Finance of the Republic of Azerbaijan, and in 2007–2013, he served as Chairman of the Chamber of Accounts of the Republic of Azerbaijan. He was appointed Minister of Agriculture of the Republic of Azerbaijan by the Decree of the President of the Republic of Azerbaijan dated October 22, 2013, and subsequently appointed Rector of the Azerbaijan State Maritime Academy by the President's Decree dated April 3, 2019. On May 2, 2024, he was reappointed as Rector for another 5-year term.

He was elected a deputy in the elections to the 7th convocation of the Milli Majlis held on September 1. He was dismissed from the post of Rector of the Azerbaijan State Maritime Academy on September 23, 2024, before completing 5 years.

By the relevant decrees of the President of the Republic of Azerbaijan, in 2011, he was awarded the Order "For Service to the Fatherland" of the 2nd degree, and in 2019, he was awarded the jubilee medal "100th Anniversary of the Azerbaijan Democratic Republic (1918–2018)". In 2019, he was awarded the Order of "Glory" for his services to the development of education in the Republic of Azerbaijan.

He is the author of 3 monographs and more than 30 scientific works.
