The grandson of the late Major Numan Kurtulmuş, a veteran of the War of Independence, one of the well-known scholars of Türkiye and the author of “Âmentü Şerhi”, one of the first catechism books written in Latin letters in the Republican Era. The son of the late Dr. İsmail Niyazi Kurtulmuş, one of the pioneers of many foundations and charitable organizations.

Graduated from İstanbul Imam Hatip High School and completed undergraduate and graduate education at Istanbul University, Faculty of Business Administration.

In 1992 became the PhD in Economics and in 1994 received the title of associate professor at İstanbul University, Faculty of Economics. At Cornell University in the USA carried out academic studies. In 2004 became a professor. For many years gave lectures on social politics and human resources management at İstanbul University Faculty of Economics.

In 1998 engaged in active politics and served as the İstanbul Provincial Chairman of the Virtue Party and a member of the General Administrative Board. In 2008 was elected as Chairman of the Felicity Party. On 1 November 2010 founded the People’s Voice Party (HAS Parti). In 2012 the HAS Party decided to integrate and merged with the AK Party (Justice and Development Party). He served as the Deputy Chairman of the AK Party in charge of Economic Affairs.

On 29 August 2014 took office as Deputy Prime Minister in the sixty-second government. During the sixty-third, the sixty-fourth and the sixty-fifth governments served as Deputy Prime Minister and Spokesperson of Government and in the sixty-fifth government with the change was appointed as the Minister of Culture and Tourism.

On 18 June 2018 was elected as a member of the Central Decision and Management Board and served as Deputy Chairman of AK Party. Elected as İstanbul deputy of the Grand National Assembly of Türkiye of the twenty-eighth convocation. In the same period, the twenty-eighth convocation on 7 June 2023 was elected as Speaker of the Grand National Assembly of Türkiye and became the 30th Chairman of the Grand National Assembly of Türkiye.
