Graduated from Anadolu University, Faculty of Economics, Department of Public Administration and completed his master's degree in the Department of Local Administrations and Decentralization by preparing his thesis on "Local Administrations and Reform Studies in Türkiye".

In Pendik was a tradesman and the President of Pendik Sports Club for a while. Between 1994-2009 was the Mayor of Istanbul-Pendik for 3 terms and the Founding President of the International Union of Turkish World Municipalities (TDBB) for 6 years.

Between 2009 and 2011 served as the Chief Advisor to the Prime Minister, and between May 2016 and August 2018 engaged in the AK Party Deputy Chairman for Local Governments.

Six books published under the names of “Total Quality Management in Municipalities”, “Urbanization and Urbanization”, “Local Administration Vision in Conservative Democracy”, “Local Development Management”, “Modern City Management” and “From Institutional Management to Urban Management”.

In the 24th, 25th and 26th terms of the GNAT was elected as Istanbul Deputy.

Chairman of the Environmental Commission and Chairman of the Public Works, Zoning, Transport and Tourism Commission.

A member of the Central Decision-Making and Administrative Committee (CDAC) of AK Party.
