On 19 February 2026, H.E Ambassador Ramil Hasan, Secretary General of the Parliamentary Assembly of Turkic States (TURKPA) held a bilateral meeting with H.E. Ambassador Mukhtar Tileuberdi, Ambassador of the Republic of Kazakhstan to the Republic of Austria and Permanent Representative to the International Organizations in Vienna. The meeting took place within the framework of the Winter Meeting of the OSCE Parliamentary Assembly (OSCE PA). During the meeting, the active initiatives recently undertaken by TURKPA, as well as the steps taken towards further strengthening the existing cooperation between the TURKPA, the OSCE and the OSCE PA were discussed. In addition, detailed information was provided on the new initiatives implemented by TURKPA within the framework of Kazakhstan’s current Chairmanship, as well as on the process initiated for the organization to obtain observer status in OSCE PA. The collected signatures in support of this initiative, along with the letter signed by the member of the Delegation of Kazakhstan to the OSCE PA and the relevant forms of support that could be extended were also brought to attention. Secretary General provided comprehensive information on these matters to the official representative of Kazakhstan H.E. Ambassador Mukhtar Tileuberdi. In turn, Ambassador Tileuberdi expressed his deep appreciation for the activities of TURKPA. He underscored the special significance of Kazakhstan as one of the founding states of TURKPA and its current Chairmanship, emphasizing the importance of providing full support for all initiatives undertaken. He also assured that the necessary support would be extended to the activities of TURKPA within the framework of the OSCE and the OSCE PA, as well as to its efforts to obtain observer status. The meeting highlighted the importance of active joint participation by Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye and Uzbekistan, as well as Hungary as an observer, in this process, and the need to implement a joint Roadmap. Ambassador Tileuberdi also expressed his pleasure reelection of Mr. Hasan as TURKPA Secretary General for a second term and conveyed his confidence that the Organization will continue to develop and further strengthen its institutional role in the years ahead. In the course of the meeting Mr. Tileuberdi emphasized that the Parliamentary Assembly of the Turkic States holds special significance for Kazakhstan, highlighting its important role in strengthening interparliamentary dialogue and deepening cooperation among the Turkic States. He underlined the need to further enhance interaction and coordination, as well as to make maximum use of the OSCE Parliamentary Assembly platform to support efforts aimed at obtaining observer status for TURKPA, reaffirming continued commitment of Kazakhstan to this objective. The sides also discussed the referendum scheduled to be held in March in the Republic of Kazakhstan. Secretary General Ambassador Ramil Hasan noted that the International Secretariat has already launched the process of forming an international observation mission that will conduct short-term monitoring in Kazakhstan. At the same time, TURKPA Secretary General provided Ambassador Mukhtar Tileuberdi with detailed information regarding the meeting held with OSCE Secretary General H.E. Ambassador Feridun H. Sinirlioğlu during his official visit. The parties also exchanged views on other matters of mutual interest. The meeting was attended by Deputy Permanent Representative of the Embassy of Kazakhstan, Permanent Mission the International Organisations in Vienna Mr. Kairat Malayev and by Deputy Secretary General Mr. Muhammet Alper Hayali, Commission Secretary Ms. Aynura Abutalibova, and Head of the Protocol Service Mr. Yadigar Mammadov from TURKPA.
