On 20 February 2026, TURKPA Deputy Secretary General Mr. Saky Sadykov attended the roundtable entitled “Elections and Referendums: Searching for an Optimal Observation Model,” organized by the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS), in an online format.
The event, held within the framework of the International Scientific and Practical Conference “Forming Trust in the Institution of Elections and Referendums: The Role of International Observation,” was dedicated to the 20th anniversary of the IPA CIS IIMDD.
The roundtable brought together senior officials and experts from national electoral commissions, parliamentary committees, and academic institutions from CIS member states, as well as representatives of international organizations.
In the course of the roundtable, participants discussed contemporary approaches to international election and referendum observation, emphasizing the strengthening of public confidence and the protection of States’ electoral sovereignty. Discussions highlighted legal frameworks, institutional models, and regional practices that enhance transparency, legitimacy, and resilience in electoral processes. Participants also addressed emerging challenges, including the risks of politicization, and explored ways to further refine international observation standards.
In his remarks, Mr. Saky Sadykov conveyed warm greetings on behalf of TURKPA Secretary General Ambassador Ramil Hasan and expressed his sincere pleasure in participating in the event. He emphasized the importance of international election observation in fostering public trust and advancing democratic governance. He highlighted TURKPA’s experience in monitoring elections across the Turkic States, with a focus on transparency, integrity, and the use of modern technologies. Mr. Sadykov underscored that TURKPA’s observation missions foster interparliamentary cooperation, facilitate the exchange of best practices, and contribute to greater confidence in electoral outcomes.
