On 24-25 November 2025, TURKPA delegation led by Deputy Secretary General Muhammet Alper Hayali took part in the 66th Plenary Session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) in the capacity of observer, hosted by the National Assembly of the Republic of Bulgaria in Sofia, Bulgaria.
The Plenary Session brought together parliamentary delegations of the PABSEC member countries, as well as observer and guest delegations.
The Opening ceremony was addressed by H.E. Mr. Dragomir Stoynev, on behalf of PABSEC current Presidency, Vice-President of the National Assembly of the Republic of Bulgaria, H.E. Mr. Shalva Papuashvili, Chairman of the Parliament of Georgia, H.E. Mr. Georg Georgiev, current Chair of the BSEC, Minister of Foreign Affairs of the Republic of Bulgaria and Asaf Hajiyev, PABSEC Secretary General.
Deputy Secretary General Muhammet Alper Hayali also delivered a speech on the activities of TURKPA and cooperation between the organizations during the Plenary Session.
The agenda items included adoption of the reports and recommendations of the PABSEC committees, as well as presentation of information on the activities of the BSEC, its related bodies and sectoral dialogue partners.
The PABSEC Plenary Session also approved the Joint Statement on the Situation in Gaza and Support for Humanitarian Assistance.
PABSEC Presidency was handed over from the National Assembly of the Republic of Bulgaria to the Parliament of Georgia.
The Plenary Session decided to hold its next meeting in Tbilisi in June 2026.
Deputy Secretary General Muhammet Alper Hayali was accompanied by Secretary of the TURKPA Commission Bauyrzhan Datkayev.
