On 8 December 2025, TURKPA Deputy Secretary General Saky Sadykov participated in the international conference entitled "Heydar Aliyev – Founder of Sovereign Azerbaijan's Constitutionalism and Parliamentarism", organized by the Baku branch of the International Institute for Monitoring the Development of Democracy, Parliamentarism, and Observance of Citizens’ Electoral Rights of the Interparliamentary Assembly of the Commonwealth of Independent States (IPA CIS IIMDD) in Baku, Azerbaijan.
The event dedicated to the "Year of the Constitution and Sovereignty" brought together parliamentarians from Azerbaijan, Kazakhstan, Uzbekistan, and Russia, members of the CIS diplomatic corps, and officials from higher education institutions and state agencies.
In his address, Dmitriy Kobitskiy, Secretary General of the CIS Interparliamentary Assembly, emphasized the special significance of Azerbaijan’s state-building experience for CIS countries and noted that, thanks to Heydar Aliyev’s political talent, Azerbaijan has become a sovereign and thriving state.
In turn, delivering his remarks at the conference, Deputy Secretary General Saky Sadykov emphasized that Heydar Aliyev played a pivotal role in establishing independent Azerbaijan, strengthening state institutions, and shaping modern parliamentarism. He noted that under Aliyev’s leadership political stability was ensured, international relations expanded, and the principles of legality were firmly upheld, while his legacy laid a solid legal and institutional foundation that continues to support the country’s stability, development, and international standing.
