On 17 November 2025, on the margins of the 23rd Autumn Session of the OSCE PA, the Speaker of the Grand National Assembly of Türkiye, Prof. Dr. Numan Kurtulmuş, received TURKPA Secretary General, Ambassador Ramil Hasan.
Secretary General briefed the Speaker on the activities carried out over the past month, including his bilateral meetings with the heads of member parliaments and the ministers of foreign affairs of the member states. He also informed him about the preparations for the upcoming extraordinary parliamentary elections to be held in the Kyrgyz Republic on 30 November 2025. Secretary General added that the International Election Observation Mission of TURKPA has already been formed and includes parliamentarians from all member states, representatives of the TURKPA International Secretariat, as well as the Central Election Commission of the Republic of Azerbaijan, who will monitor the election process in Bishkek and Osh.
Secretary General also briefed the Speaker on the outcomes of the first coordination meeting of the heads and members of national delegations under the coordination of TURKPA, hosted by Mr. Selami Altınok, Head of the Turkish Delegation to the OSCE Parliamentary Assembly.
Secretary General provided detailed information on the meeting and stated that it was underlined that this coordination meeting would make a substantial contribution to the development of a joint roadmap aimed at establishing a mechanism for coordinated action and safeguarding common interests among the delegations of the brotherly states within all international parliamentary organizations in the future.
Secretary General also emphasized that the TURKPA International Secretariat is currently working on its work plan, and detailed information will soon be shared with the speakers of the member parliaments. He noted that, under the Chairmanship and with the hospitality of Kazakhstan, joint meetings of the Foreign Affairs and Defence Committees of the member parliaments are planned to be held in February and March 2026. He further stressed that the work of the Permanent Commissions of TURKPA will continue on a regular basis.
Secretary General also stated that, in line with the decision adopted by the Heads of State under the coordination of the Organization of Turkic States, the joint coordination meeting of Turkic Cooperation Organisations is planned to be held at the end of January, and preparations in this regard are underway. He highlighted the active participation and contribution that TURKPA is set to make to the upcoming Turkic Week in Vienna.
Emphasising the positive role of international parliamentary diplomacy in resolution of many regional and global conflicts and easing tensions between nations, the Secretary General noted that an international conference and various projects in this direction are planned for next year.
Secretary General also briefed the Speaker on the steps to be taken in coordination with the ministries of foreign affairs, in line with the foreign policy priorities of the Turkic States, as well as other planned initiatives. He further informed the Speaker about consultations with ministers of foreign affairs, including the proposal by the Foreign Minister of Türkiye, Mr. Hakan Fidan, to explore a TURKPA+ format following the OTS+ model, in order to broaden the Assembly’s cooperation with other international organizations.
Information was also shared regarding the proposed informal meeting of the speakers of TURKPA member parliaments, which is planned to be convened on the margins of the 152nd IPU Assembly in Istanbul in April of the next year.
The Secretary General additionally noted ongoing preparations for his upcoming visit to Uzbekistan, expressing confidence that the country is moving toward full membership in TURKPA.
Prof. Dr. Numan Kurtulmuş thanked Mr. Ramil Hasan for his successful activities and expressed his pleasure with the progress achieved in a short period of time. He reaffirmed that, as a founding member, the Grand National Assembly of Türkiye will continue to extend its full support to TURKPA and its International Secretariat.
Secretary General, in turn, expressed his deep appreciation for the consistent support of the Turkish Parliament and its pivotal role in strengthening TURKPA.
Secretary General was accompanied by his Deputy, Muhammet Alper Hayali, and the Secretary of the Commission, Aynura Abutalibova at the meeting.
