In 2015, graduated from the Faculty of History and Regional Studies of the Kyrgyz National University named after J. Balasagyn in Bishkek. Between 2015 and 2016, completed a preparatory Turkish language program at Kocaeli University in Izmit, and in 2019 obtained a Master’s degree in Political History from its Department of International Relations. In 2024, completed training in Law at the Institute for Retraining and Advanced Training of Personnel of the Kyrgyz National University named after J. Balasagyn in Bishkek. He is currently pursuing a Master’s degree at the Law Institute of the same university, specializing in State and International Legal Activities.           

Began his professional career in 2017 as a Project Manager at the International Public Foundation “Li Bai.” From 2019 to 2020, he worked as an External Relations Specialist at MEGA (Alfa Telecom), the state-owned mobile operator of the Kyrgyz Republic. In 2020–2021, served as Assistant to the Director of the state agency “Unaa,” the transport administration authority under the Ministry of Digital Development of the Kyrgyz Republic.  In 2021, held the position of Deputy Director at the Public Joint-Stock Company  “TC Meerim” From February 2022 to April 2026, he worked as a Consultant and Adviser to the leader of a parliamentary group in the Jogorku Kenesh of the Kyrgyz Republic, and subsequently served as First Deputy Head of the Office of the Jogorku Kenesh of the Kyrgyz Republic. He holds the class rank of State Civil Service Adviser, 3rd class. He has been awarded Certificates of Honor from the Ministry of Internal Affairs of the Kyrgyz Republic (2022), the Ministry of Education and Science of the Kyrgyz Republic (2023), the State Tax Service under the Ministry of Finance of the Kyrgyz Republic (2025), as well as a certificate from the State Customs Service under the Ministry of Finance of the Kyrgyz Republic (2022). In 2025, he was awarded the medal of the Jogorku Kenesh of the Kyrgyz Republic “For Contribution to the Development of Legislative Activity.”

Since May 2026, he has been working as Acting Deputy Secretary General of TURKPA.
