Early Presidential Election in the Republic of Uzbekistan

Following the invitation of the Central Election Commission (CEC) of the Republic of Uzbekistan, TURKPA Election Observation Mission headed by member of the Grand National Assembly of Türkiye Haluk İpek and composed of the parliamentarians from the member states, as well as the representatives of the TURKPA Secretariat conducted a short-term monitoring of the early presidential election held on 9 July 2023 in Uzbekistan.

The Mission commenced its work in Uzbekistan on 7 July 2023. Within the framework of the observation program, TURKPA observers held meeting with Chairman of the CEC Zayniddin Nizamkhodjayev.

On the election day, the Mission visited polling stations in Tashkent. Members of the Mission observed the voting process at all stages, starting from the opening of polling stations till the counting of votes. TURKPA observers monitored casting of votes, conversed with voters, local observers and polling stations’ officials on the ground.

On 10 July, the Mission held a press conference on the preliminary outcomes of its observation.

The Mission noted that the election day was peaceful and overall voting process was assessed positively in the observed polling stations. The Mission highly appreciated the measures taken by election administration bodies to ensure the electoral rights of voters with disabilities. It commended the work of the CEC on training of lower-level commissions and raising public awareness on the electoral process.

According to the CEC, 797 international observers were accredited for the early presidential election. In this framework, the Mission highly appreciated the legal and logistical conditions provided for international observation of the election in Uzbekistan.

The Mission concluded that the early presidential election in Uzbekistan of 9 July 2023 was held in compliance with the national legislation of the Republic of Uzbekistan and international election standards.

The visit also featured cultural program in Tashkent and Samarkand cities.
