On 26 September 2023, Secretary General Mehmet Süreyya Er delivered a speech at the “First Forum of Diaspora Youth of Turkic States: Heydar Aliyev and the Turkic World” organized by the State Committee on Work with Diaspora of the Republic of Azerbaijan in partnership with the Organization of Turkic States. The Forum was held within the frame of the "Year of Heydar Aliyev" in Azerbaijan.

The event brought together the state officials of Azerbaijan, delegations from Kazakhstan, Kyrgyzstan, Türkiye, Uzbekistan, Turkmenistan, Hungary, Turkish Republic of Northern Cyprus as well as ambassadors and representatives of international organizations.

The two-day forum wrapped up with the adoption of joint statement.
