I express my regret over the adoption by the Parliamentary Assembly of the Council of Europe (PACE), on 24 June 2026, of an unsubstantiated and defamatory resolution against Azerbaijan.

The adoption of such resolutions against Azerbaijan by PACE and the European Parliament has become a recurring pattern in recent years.

It is particularly concerning that these attempts appear to be aimed at punishing Azerbaijan following the restoration of its territorial integrity and sovereignty.

The politicization and manipulation of human rights issues, double standards and their use as instruments against sovereign states, is unacceptable. PACE should instead extend its support to Azerbaijan, which has liberated its territories from occupation and is carrying out large-scale reconstruction and humanitarian demining efforts. Rather than adopting such resolutions, it would be far more constructive to express solidarity with Azerbaijan and, within its mandate, contribute, inter alia, to efforts to clarify the fate of 4 thousand missing Azerbaijani citizens.

While parliamentary platforms, including PACE, should serve as platforms for dialogue and cooperation, PACE continues to exert pressure on Azerbaijan and engage in actions against the country. This is equally unacceptable.

I believe that inter-parliamentary cooperation should be guided by the principles of mutual respect, impartiality, and constructive dialogue. Selective approaches and unfair assessment do not contribute to the objectives of parliamentary diplomacy.

I call on international parliamentary institutions to promote dialogue, mutual understanding, and respect for the fundamental principles of international law.
